No it isn´t the first Naruto Game where you can change voices. Naruto Ultimate Ninja Heroes, also from CyberConnect2 is the first game where you can change the English Voices to Japanese.

It´s the Storm Gauge. If it´s full, and if you make the Special Attack the whole HP from your opennent(is ist right? lol) will go down.
